From 6,300 in 2012, the number of print shops in France has fallen to 4,000 today, an average decline of 3.5% per year. In the vast majority of cases (96%), these businesses employ fewer than 50 workers. However, the sector’s revenue remains robust, with €7.7 billion in production in 2023. Rather than shrinking, demand has shifted.

Causes include a sharp rise in paper costs (+40% between 2021 and 2023), but also a slow start to the digital transition and a loss of orders to web-to-print platforms, which grew by an estimated 5–8%. According to Grand View Research, the market for personalized printing in France is expected to grow by 10.1% annually through 2030.

Why the Platform Model Works

Online printing platforms rely on a marketplace-like system: when a customer places an order online, an algorithm selects the nearest partner printer. The result: shorter lead times, competitive prices, and a minimized carbon footprint.

Valued at $15 billion in 2025, the global printing market is growing at an annual rate of 7.4%. In France, growth is supported by a network of 153,000 active merchant sites in 2024, generating steady demand for printed materials (business cards, flyers, packaging, signage, and more).

What the Regulation Changes

On August 12, the European Union’s PPWR (Packaging and Packaging Waste Regulation) will take effect. It imposes new recyclability requirements on printers, a maximum 50% void space for the packaging of ecommerce products, and mandatory labeling of materials.

In France, the AGEC law (Anti-Waste and Circular Economy) requires a 20% reduction in single-use plastics by 2026. The consequence for printers that don’t adapt: a loss of customers to certified platforms (B Corp, FSC) whose compliance is documented.
